Concede al ecuatoriano migrante en el exterior los mismos derechos y obligaciones que al ecuatoriano residente en territorio nacional para el acceso, ingreso, movilidad, permanencia, egresar y titularse; y obtener de acuerdo con sus méritos académicos becas, y apoyo económico.es_ES
